In February 2025, public notice was given that the Council of The Community of Three Rivers was considering the adoption of By-Law No. 2023-06, The Community of Three Rivers Municipal By-Law Designating Portions of Roads to be Accessible to Off-Road Vehicles.As part of the by-law approval process, provincial approval and the Minister's signature are required before the by-law can proceed to final adoption. Following the recent municipal election, the Province requested that the newly elected Council complete the first and second readings of the by-law before ministerial approval could be granted.At its Regular Council Meeting held on July 15, 2026, Council completed the following readings:First ReadingCouncil gave first reading in its entirety to By-Law No. 2023-06, The Community of Three Rivers Municipal By-Law Designating Portions of Roads to be Accessible to Off-Road Vehicles.• Motion: Councillor Danny McCully• Seconded by: Councillor Karen Hall-Middleton• Date: July 15, 2026The Clerk then gave first reading in its entirety to the by-law.Second ReadingCouncil gave second reading by title to By-Law No. 2023-06, The Community of Three Rivers Municipal By-Law Designating Portions of Roads to be Accessible to Off-Road Vehicles.• Motion: Councillor Danny McCully• Seconded by: Councillor Dennis Murphy• Date: July 15, 2026The Clerk then gave second reading by title to the by-law.Next StepsOnce provincial approval has been received and the Minister has signed the by-law, Council will host a public information meeting for residents. The purpose of this meeting is to:• Provide information on the proposed by-law and its implementation;• Answer questions from residents; and• Receive public comments and address concerns prior to third reading and final adoption of the by-law.The date, time, and location of the public information meeting will be announced once provincial approval has been received and details have been confirmed.The proposed by-law can be viewed here.
